Preheat oven 425 degrees
Grease 12 muffin cups
In a medium bowl, combine flour, baking powder, salt, and 2 T sugar
In a small bowl, mix the egg, milk, and butter
Stir egg mixture into the flour mixture.
Make topping and filling: Combine ¼ cup sugar, cinnamon, and hot cocoa mix.
Spoon half the batter into the muffin cups
Sprinkle half the sugar mixture over the batter
Spoon remaining batter and top with sugar mixture
